UNION CITY, Calif. — A new affordable apartment community under development on Mission Boulevard is designed to provide housing and a future neighborhood-serving public facility.
What is planned at Lazuli Landing
The City of Union City identified Lazuli Landing as an 81-unit affordable housing development from nonprofit developer MidPen Housing. The site is along Mission Boulevard between D and E streets.
According to the city’s April 9, 2026 construction update, the apartment mix includes one-, two- and three-bedroom homes, including one manager’s apartment. Proposed amenities include a multipurpose room with a kitchen, an outdoor play area on the second level, secure bicycle storage and on-site parking.
Why the ground floor matters
The city says the development will include a ground-floor commercial space to be leased to its Youth & Family Services department. That proposed use could put public services closer to residents, but the announcement does not confirm that the department has already moved into the building or that all services have opened.
Construction status and applications
Union City reported that the first story was becoming visible above the construction fence in April, with some extended-hours concrete pours and temporary traffic effects expected in the spring. Those historical work windows should not be treated as current road closures in late October.
The April notice did not establish a final completion date or an open apartment application period. Residents seeking housing information should follow MidPen Housing’s official Lazuli Landing page, including any option to receive notice when applications become available, rather than paying unverified third-party application services.
For municipal project questions, the city’s Economic and Community Development Department is listed at 510-675-5392.
